We could do that. But that kind of thing is so localized that the
FCC can't really do much about it.

Then of course there's the fact that the infrastructure isn't efficient to build twice.
I don't know, what do you think- would you prefer net neutrality or a true utility model with forced leases of infrastructure to competitors and a heavily regulated pricing structure like FERC? Neither is great, but I see fewer overall downsides to net neutrality.

Over-regulation is the underlying illness. More regulation masks some symptoms but shores up the status quo even more.
