Not really. The government has ALWAYS been involved in the Internet.

It's what allowed the Internet to exist in the first place. The big ISPs wouldn't exist without the heavy subsidies. Because of that, it's not really a free market, and never has been.

Additionally, state and municipal governments are completely separate from the federal government, so you can't say that intervention by each one is equivalent.
