Burying cable is expensive, but continues to be the most reliable.

Above ground wires are susceptible to many more external influences than below ground wires. And wireless technology doesn't hold a candle to wired technology in either speed or reliability.

So it depends on how far into the future you're talking. Near and intermediate future --> burying fiber/cable.
