Why can't the model be changed? Is it set in stone?
If the WCC publicly offered membership to SDSU and UNLV (like it did to BYU before BYU joined), those schools might consider joining... It would be huge to get them in the WCC.
Their football teams could explore going Indy (scheduling alliance with BYU....much easier to sustain Indy if you have 5 guaranteed opponents every year). Annual football games between. SDSU, UNLV, and BYU..
I think there is no "rule" that prevents the WCC from adding a few public schools.... It's just that the WCC old guard (except Gonzaga) are scared that they couldn't compete with them.
