I agree to some extent....
for instance Chase Roberts was an obvious D1 talent from the time he was 6-7 years old, he simply dominated everyone he played against. Other kids it is not as obvious. Puberty is a big game changer. There are kids that were really dominant as pre-pubescents that then don't change or grow much later on and other kids pass them by. There are also kids that really take a big jump forward when puberty kicks in and go from being average players to studs. I've seen both types many times as well as kids that started dominant and stayed that way.
