to me it's not about the responsibility, it's about the unusual way the teacher wants to do it
$3 from two kids will not pay to fix or replace a chair. and teachers don't replace broken chairs, they call the janitor who takes it away to fix/replace. that's weird.

I definitely would want my kid to accept responsibility for breaking the chair if it was due to his horsing around, but do it the right way.
