Then stop wasting people's money... The church can support the program or it's time to end it. Seriously.. if the argument is "who are you going to hire that's better" .... If mediocrity is our ceiling... Let's just save some money now and call it a good run and fold the crap program up. It's not going to be able to financially sustain itself with donations much longer, the direction the program is heading. So if that's your argument... Either fold it up.. or the church needs to take the bill.
