Im not sure why though. I do know the rules are such that you cant do instant replay to call a penalty, but maybe for major penalties they can bring in a new rule. Its kinda like how they used to not allow instant replay at all until a blatant offside lead to a series clinching win in the playoffs, then the next season they changed the rule allowing for coaches to challenge an offsides play to negate a goal.
Yep it definitely was not a cross check or high stick to the face. But in real time that did look like thats what it was. Maybe allowing a coaches challenge on a major penalty could be a rule change that wont slow the game down even more.
Also as to your point that they didnt even call anything initially thats really common in an injury situation. The refs will wait until a player is taken care of from medical staff before they huddle up and assess the situation. This of course can change what is called as minor penalties can be called double minors or majors based on if there is blood or not and if one ref believes there was intent to injure.
But still, four goals! Gallant should have called a timeout after the second one for sure.
