The purpose of a minimum wage was that if you worked 40 hours you could survive. Now that was nearly 100 years ago, and things have changed somewhat, but that's why we instituted it originally. The fact that you no longer expect to be able to survive on 40 hours of work is because we've started deciding that some people who work full-time jobs don't deserve to survive on them.
