I actually think that it might, depending on the lifestyle of said person. Minimum wage in AZ where I live is $1100, so thats nearly $1800 per month. Live in an affordable apartment, share an apartment, etc, and if you're minimum wage then dont be driving a newer car, wearing expensive clothes, have the newsest Iphone, work for a company that provides some health benefits, etc.
Not that it would be easy, but it should be possible if a single person. IMO minimum wage should be for a minimum number of people, and I'd personally refer to it as "entry level" wage and hope that the difference in wording would come with a change in mindset.
