The Church views BYU as it premier learning institution. And BYU-I as the school
for those that can't get into BYU.
BYU is selective. BYU-I is for anyone. Different views and different roles. I wouldn't call BYU-Idaho a second-class citizen but it is not the same tier as BYU.
