The Church doesn't treat BYU-I as a second class citizen. BYU-I doesn't need a sports program to be a successful university.
BYU doesn't need championship football and basketball programs to fulfill its intended purpose. Sometimes we just need to take our sports goggles off and realize what the real purpose of these two universities are in the mind of the BOT:
1 - Provide a quality education for LDS students
2 - Provide Church leadership training opportunities through student wards
3 - Provide single students the opportunity to meet and marry other single students
That's the main purpose of the universities. I love BYU sports. Way too much for my own good. But I also realize that expanding BYU to get a bigger fan base is a horrible reason to expand. You expand to meet the criteria above. This is why the Church has greatly expanded BYU-I. And like others, I'd like to see BYU experience some modest increase in enrollment as well. Or at least a long term plan to gradually increase enrollment.
