The PAC's best move is to get into the Central time zone with Texas. HOWEVER,

if that continues to not be a valid option, I believe their next best move would be BYU and Hawaii. 

BYU gives the PAC the only school in the West that looks and acts like a P5-level athletic institution. BYU would instantly be in the top tier for home football and basketball attendance, actually bring fans to road games, and is able to deliver at least average-level P5 TV viewership. And, we're competitive in Olympic sports, which is highly valued by PAC 12 leadership.

Hawaii would give the PAC the Week 0 scheduling flexibility (and early-season TV dominance) and a team to take up more of the late-night kickoff time slots without a hitch. Hawaii is also an R1 research university. 

IMO, the PAC should consider to go to 15 with San Diego State. This would give one other southern California venue to which non-California schools can travel - for recruiting and exposure - despite conference expansion. The PAC would need to align with the ACC, AAC, and others to push for full conference championship deregulation.

You could 3 scheduling groups and have an 8-game schedule that follows a 4-2-2 format, or just schedule 8 or 9 games that rotates through the conference, with certain permanent matchups (like Utah-BYU and all the intra-state matchups). 

This is probably the grouping that would make the most sense:

  • USC, UCLA, Stanford, Cal, SDSU
  • Washington, WSU, Oregon, OSU, Hawaii
  • Arizona, ASU, Utah, BYU, Colorado

But, I would prefer to be in the same grouping with Hawaii and I don't know that the four California schools would be thrilled to share a grouping with SDSU...so may be something like this:

  • USC, UCLA, Stanford, Cal, Colorado
  • Washington, WSU, Oregon, OSU, SDSU
  • Arizona, ASU, Utah, BYU, Hawaii
