The operative word is MAY
It will depend on how far the cost of the batteries can be driven down by economies of scale.
There are several videos on YouTube that explain how Maxwell Technologies creates the batteries without using big ovens to bake off the chemicals used.
This says nothing about the Holy grail of batteries, which is would be a solid state battery.
It's my belief that at some point in the next 15 years we will reach a point where buying electric will be cheaper than ICE vehicles when considering maintenance costs.

I don't think Level 5 is possible until there is an industry solution with collaboration and data standards.
