There have been players punished for every crime against baseball you named...

every crime besides taping and stealing signs. Players have been disciplined for nearly every sort of cheating imaginable. Not sure why this sort of cheating is somehow less criminal than the others. At least with steroids they didn’t know what pitches were about to be thrown.
