How much regulation we are under. It's a huge reason why you have to have so much administration. I just can't imagine how a "pop up" facility would be able to withstand the regulatory issues. Maybe there's provisions for those type of facilities.

But who's going to staff it anyway? Nurses don't grow on trees.
