Yep, completely applicable comparison. So you'd have hospitals build huge

buildings and hoard supplies in vast empty rooms for the very rare instance that a pandemic hits and there is a huge influx of patients at the same time? Seems great. Maybe we should double the amount od fire departments and equipment just in case there are massive structure fires all at once.

Sound about right?
