All 64 teams plus Notre Dame have agreed to a protocol for both testing and dealing with the expected positive results.
A few weeks ago, Tom Herman said that this protocol, which includes weekly testing for all players, coaches and support staff, would cost Texas approximately $1M. The tests for 13 weeks would come in around $250,000. The remaining $750,000 would be required for additional staff surrounding the test and to clean and sanitize all facilities, several times daily.
Such costs are prohibitive, to most programs outside the power conferences, coming on top of lost NCAA revenue. Most schools will adopt a protocol that suits their respective budgets. Those schools, when facing a power conference team, would have to demonstrate that they had strictly implemented the P5 protocol before the game would be allowed. The possibility exists that some "fudging" would occur.
I do agree with your second paragraph, not only because of the immediate financial impact to those programs outside the power conferences but to the long-term perspective that the power conferences are just fine without outsiders.
