I don’t think it matters. “Pain” is only triggered by nerve endings. It doesn’t actually exist outside of the brain that
has capacity for it. The fish brain doesn’t have the structure or capacity for the kind of pain/suffering that we understand.

What their brain experiences is nothing like that. I’ll bet the closest thing we experience to the “pain” triggered by a fish’s nociceptors is the involuntary knee jerk you have when a doctor tests your reflexes. A stimulus and a response without the higher-level functions of fear and anxiety.
