The part that bugs me about it was that he wasn't even flagged for it. Why review it for targeting when they didn't even
throw the flag? (I stand corrected if they did throw a flag and I missed it) Is there something in the rules that says they can review it even when a flag hasn't been thrown? But why not throw the flag for it first and then it would make sense to review it. But the official that threw the flag clearly wasn't intending to throw a flag till the headbutt occurred.
I have to wonder if they wouldn't have thrown the flag for unsportsmanlike conduct of it would have been reviewed, at all?
