Except any penalty that gives a team a first down is the last penalty imposed
So, they first impose the 15 yard unsportsmanlike conduct penalty on Houston for the head butt. Then, they impose the 15 yard personal foul penalty on BYU, which comes with an automatic first down. So the line of scrimmage moves back 15 yards, then forward 15 yards, and the down is reset to 1st.
