You're just describing the job of a punt returner
It's a hard job. IT WAS A PENALTY. I agree. And I'm not saying it didn't impact him. I'm saying that he doesn't get a COMPLETE pass, especially since he's now developing a track record. The degree of difficulty of fielding that punt was higher than average, but the best punt returners make that catch.
