This is false

Just because you say it doesn’t make it true. I can short stock in my personal account tomorrow through my broker. I will be quoted a borrow rate. I will then short and the lender has to believe they will have the shares available to lend. It is 100% identical to how it happens for an institution. Only difference is the numbers are bigger.
