I know they passed legislation following 2008 to help prevent misuse. I also

know there has been a lot of worries that it is still too easy to get away with. If these rules are really working as you describe, how can we get to 140% short float? Not all shares owned are allowed to be borrowed. The owners have to allow them to be borrowed. To get to 140% there are some major holes and people not doing proper accounting.

I'm not being disagreeable, I'm genuinely curious. I was a licensed broker back in the day, but that was well before 2008.
