Romney was a very serviceable QB, but I think most realize that his ceiling is

more limited than Hall. Romney doesn't have a strong arm or a ton of mobility, but he can manage a game, which he did against Boise State in 2019. Hall has a stronger arm and is very mobile, so his ceiling is higher. It is true that we didn't see a ton of him in 2019, but what we saw in the first half of the Utah State game gives the average fan some hope that he can be really good.
