Colgate is #9 in NET this season but has nowhere close to a tournament resume.
Your own rating is less important than the rating of those you beat/lose to.
For example, If UConn had 7 top 50 wins and BYU had 1, the seeding wouldn't necessarily mean there wasn't an objective reason BYU was lower.

Since 2007, BYU has 8 NCAA tourney trips. We have been overseeded once, “correct” seed 4 times, and underseeded 3 times.

In 2003, BYU had an RPI of 19, a Kenpom of 24 and got a 12 seed, against a UConn team that had an RPI of 28 & Kenpom 22
