Pretty much every state has that. Called an elective share typically. You can't disinherit a spouse, absent a Prenup.
But kids tend to assume they are getting stuff that they aren't because they think it funnels to them. It often doesn't, and spouses have rights. Kids don;t really for inheritance.

Between community property right in Nevada, and spousal elective share, along with maybe other techniques, your friend is probably just not understanding what is happening.
