The reason, as KD says, is that education is largely female, and designed
for females. For example, we demand that kids learn to read in 1st grade. Well, research shows boys develop reading ability later than girls. So in first grade they are labeled dumb, and believe it, and carry it throughout their schooling that they are bad readers.
If education were designed around boys, it would be more active and hands-on. But most teachers/administrators/professors in education are female. So female pedagogy prevails. It's not a bad thing, just geared towards one gender, unconsciously. Better would be to integrate a mix of pedagogies and to adjust expectations for boys, realizing they need more wiggle and movement.
