Sure it was, which is why continued blocking is permitted. Trying to grab Zach’s arms as if he had the ball and then tackling him and then tackling him again from behind is not permitted. It was fairly evident that they were trying to injure him, all within a birds eye view if the Ref. Go figure!

Easy personal foul call, particularly because since it was a defenseless quarterback.
