Congress will solve that problem.

If (when) it comes to that, they'll carve out an anti-trust exemption for an organization (probably not the NCAA) that can support schools who want non-pay-for-play athletics. Schools will have two choices: Compete in a collegiate semi-pro league and pay their players, or play in the federally regulated amateur league.
