One potential scenario could be where there are private clubs affiliated with a school with which they rent the campus facilities and license the trademarks of the university. Schools wouldn’t have to administer anything and just collect a check. The rules of the club league could just require athletes to be enrolled at the University which with whom the club licenses trademarks from.
