There are NO scenarios where a depleted B12 is more valuable than the PAC as is.

We'll have to wait until media contracts are revised to prove it, but UT and OU are the bulk of the value in the B12. Without them, the contract will shrink... more than 3 million a team easily.

If teams leave the PAC, sure then we've got another discussion.
