Actually this most likely stems from Bronco's metrics and focus on what wins
games vs loses them. He during one interviewed mentioned that the most penalized teams in football did not seem adversely impacted by the number of penalties in terms of wins and losses. From that I would surmise that Bronco isn't teaching his players to play dirty, while at the same time providing an environment where dirty play can thrive.
