Yup i never said illegal, just dirty
Trying to hurt opposing players will always get you labeled dirty. Players still got unsportsmanlike conduct penalties for many of those hits, problem was refs had a lot of discretion in deciding what they did and didn't allow.
The targeting rule was created to take that discretion away and make sure it was always called so that headhunting players didn't get away with it anymore.
