Can you imagine having the government suddenly subsidize your whole industry?!
Insurance companies laughed all the way to the bank.
The only real solutions to the healthcare problems in America involve drastically overhauling or eliminating insurance altogether. Either go all market-based with only catastrophic insurance (like auto and home) or go single-payer government (blech). The way it's structured now, there are no aligned incentives for anyone to make healthcare better, more efficient, or more cost-effective.
