I don’t think the two are comparable

The PAC XII seems to have long term issues with interest, politics, and culture.

The BIG XII had a crisis with the stability of membership, but none of the other baggage that the PAC XII is dealing with. If the BIG XII is successful in stabilizing their membership, then they are otherwise just fine.
