I think this is confirmation bias from people who care too much about politics.

The PAC-12 has been weak for like 30 years. Basketball was particularly terrible in the early 2010s and has rebounded a bit. Other than USC during Pete Carroll and Oregon’s Chip Kelly run, they haven’t made noise in football for pretty much my entire lifetime.
