My guess is they planned which teams to include prior to realignment
BYU has, since going Independent, occupied a weird spot between G5 and P5.

By on-field quality, BYU falls into an area that has multiple G5s and P5s. Teams with similar (or sometimes better) performance include Boise St, Houston, UCF, Cincy, Memphis from the G5 ranks. But also Iowa St, Arizona, Texas Tech, Georgia Tech, Kentucky and Wake have been similar to BYU (or worse) over the last decade. So based on quality, BYU could be a weaker P5* or a great G5. But unlike those programs, conference affiliation can't be used to decide.

Other independents fall cleanly into one category or the other. Notre Dame is clearly a P5 (considering they could join any of several P5s tomorrow if they wanted), and Army, Liberty, New Mexico St are just as clearly G5s.

So my guess is that they set up their study with the plan to include BYU among the P5 programs for the first time, even before BYU was officially extended an invite. That would explain why BYU was included, but not UCF, Cincy, and Houston.



*Note that this is for the last decade, where BYU ranks 45/69 P5 or P5-to-be. Over the last 5 years, BYU has been #18/69 so is an upper or upper-middle performer.
