Rising is a good QB and a great fit for what Utah does.
And if you're talking NFL prospect, Rising also has some advantages that Hall doesn't - he gets to play on a bigger stage, he's something like 2 or 3 years younger, and he's taller/bigger.
So there's a lot of positives for Rising and I'm not disparaging him.
But if we're talking college football for this next single season? Then Hall has to be the choice. Against a similar schedule last year Hall put up better numbers and looked better. The gap isn't huge, but it's also clear that Hall slightly outperforms in just about every facet.
