I really do think he's a very good QB, great for what Utah does and deserves some credit. I know it's a joke here to portray him as the GOAT, but he is a very good QB, no doubt.
I don't think he's better than Hall though; whether you're looking at cumulative or efficiency stats, Hall looks better. So it does seem clearly inaccurate (to me) to have Rising above Hall. And certainly, if you're going to have one above the other, there shouldn't be a huge gap between them as they are fairly close.
