I'd put Hall slightly above him, but Rising wouldn't be far behind. But for me, the edge has to go to Hall until Rising can either make more big plays or be more accurate - both of which are within possibility of happening, but still need to happen at that next level.

Hall was better at making big plays. He did have better WR, but both teams were centered primarily around the RB this last season.
