Yep, so a lot of similar teams as Rising, only the Rising also played additional
quality teams as opposed to Georgia Southern and Idaho State (not to mention Virginia's D). Also keep in mind that Rising only played about half the SDSU game (and SDSU was a good team), and he only got a couple of passes in mop-up time against Weber. So SOS rankings actually downplay the difference in competition the two of them faced because Rising didn't get to rack up stats against Weber like Hall did against Idaho State.
