This seems incredibly unlikely to me
Why include WSU, OSU, and friends when you could just... not? USC, Oregon, Washington, etc. aren't going to turn down the B1G just because the dregs of the PAC didn't get an invite. The B1G will invite exactly as many schools increase the pie, no more. And that's not even getting into academics, where the PAC has a significant divide from top to bottom.
