No, the PAC has trended down. Utah's apparent improvement is just the PAC

getting worse.

The years of OOC results reinforce that truth.

Utah wouldn't have won the MWC the years they win the PAC. The PAC has been a mess and Utah, has been just slight less of a mess, so has benefitted from the weak PAC.

Gotta look OoC to see what's really going on.
