Who is weaker though? Utah’s dominated both conferences. Oregon State beat both MW

Division champions and Utah beat them 42 -16.

Maybe your argument is that football in the entire west is down. That’s fair to say.

But with the P12 finishing with half the conference in the top 20, I think it’s more that they just had an off 2020/2021 Due to the strictest Covid policies.
