The two tweets are only loosely connected. $250mil is the overall number. But that's a package built on tier 1 on Prime

Those schools don't want to sign a deal with tier 1 on streaming. But they can't find a deal with tier 1 on linear distribution that puts the overall number higher than $250mil. So they're at an impasse.

I don't think Monty is all that connected but these details have been out there for a while now.
