You have no reason to jump to that conclusion from the OP. Example Scenario: KS tells AR that he is on the hot seat
and that he needs to know how AR intends to improve the deficiencies in the offense. ARod come back and tells Kalani that he doesn't want to retain Funk or Clark. No one can argue that there were performance problems on OL and TEs were not part of the passing scheme as they have been in the past. In addition to that, I don't see much improvement from the QB room from week to week. So, ARod tells Kalani he doesn't want to retain Clark whether it be because of disagreements in TE use or wanting a dedicated QB coach or something else.

Maybe Kalani doesn't agree but lets ARod do what he feels he needs to do to keep his job and allows it with the stipulation that ARod needs to be the one to tell Clark. So, Arod calls Clark in and tells him he was tasked by Kalani to tell Clark he wouldn't be retained. It's a very likely scenario. On the otherhand, it may as well have been Kalani that wanted him gone. We just don't know from the OP.
