Did it ever occur to you that more people aren't admitted to medical school because they aren't qualified for it? I.E, the supply of people qualified and willing to go to medical school is lower than the demand. You don't want to let anybody who wants to attend medical school able to attend medical school. Doctors deal with people's lives, there has to be a certain level of minimum qualifications for that.
