Why would ND agree to it?
There is no upside for ND to agree to this. If they were highly ranked there would mostly only be downside to the game unless randomly another team were a top 10 team. This really provides nothing to them, likely does not help SOS and in most years when they are not a playoff team does not help them to another bowl game. If they wanted a playoff game and needed the additional game just join the ACC and they would get that access.
It may work with the other indy teams, but I cannot see ND wanting to be lumped with this crew (Houston, UCF?). The indy teams mentioned should tie a bowl game to this if they do it, but I never see it happening.
