You must not read much.
The committee clearly stated they look favorably on the 13th game. It kept Baylor and TCU out this year. If they played...the winner is in. They didn't...and they watched.
It is an advantage to Notre Dame. It simply is. It will never happen. It's a silly idea. But not having a 13th game is a disadvantage...out of the mouths of the committee themselves. Notre Dame doesn't have one. If they did, it would level the playing field.
